About Lands
The Federal Capital Territory came into existence by virtue of the FCT Act 1976. The Act vested all lands comprising the territory in the Federal Government. Sections 1(1) and 1(3) of the Act are relevant. Section 18 delegates powers of the president over land to the Minister of FCT. The Department of Land Administration is charged with the statutory responsibility of implementing the provisions of both the FCT Act and the Land Use Act.

The Department of Land Administration primarily interfaces with the following departments in the discharge of its functions:

From paper files to digital cadastre
The Abuja Geographic Information System (AGIS) was created in 2004 following the Federal Government’s directive to digitize the cadastral and land registry of the Federal Capital Territory (FCT). Within its first decade, AGIS transformed land administration by introducing transparency, efficiency, and accessibility, revolutionizing the operations of the Land Administration and other land-related departments in the FCTA.
Today, AGIS has grown into a modern digital hub, leveraging advanced technologies to deliver seamless services to citizens, investors, and institutions. Through cloud-based platforms, GIS mapping tools, and secure online portals, users can conveniently access land records, verify titles, and process applications more swiftly. Real-time data analytics, satellite imagery, and user-friendly interfaces ensure cadastral information remains accurate and up to date, while integrated online payment systems make transactions faster and more reliable.

- B. Serving as the only official source for Geospatial Data on FCT, covering all nooks and crannies of the FCT.

Milestones
Conception
The FCT Administration approves the computerisation of the Abuja land registry and cadastre, commissioning the design of a territory-wide geographic information system.
AGIS is commissioned
AGIS goes live, beginning the digitisation of legacy land records and the issuance of computerised Certificates of Occupancy.
Recertification exercise
A territory-wide recertification programme validates legacy titles and brings hundreds of thousands of parcels into the digital cadastre.
Revenue integration
Ground rent billing and collection is integrated with the cadastre, linking every assessment to a registered parcel and file number.
Online self-service
Residents pay ground rent, request certified maps, download forms and track applications through the AGIS customer portal — from anywhere.
What we manage
Cadastre & Survey
Parcel mapping, beacon coordinates, cadastral zoning, survey plan validation and the geodetic control framework of the Territory.
Land Registry
Certificates of Occupancy, deeds registration, legal search, change of ownership and the security of the land title database.
Revenue & Billing
Statutory ground rent assessment and collection, premium charges, processing fees and integration with national payment platforms.
Geospatial Data Services
Topographic mapping, orthophotos, satellite imagery, district maps and geospatial datasets for planning and development.
Customer Service
The AGIS contact centre, front-desk operations at Peace Drive, Central Area, complaint resolution and the online customer portal.
ICT & Records
The data centre, document management system, scanning and archival of legacy files, and cybersecurity of the land database.
